Sixth Pay Commission !! Babus rejoice but corporate warn govt of economic disaster .
Arun Shourie, former Union minister for divestment, statistics and programme implementation said ,'The Fifth Pay Commission (set up in 1994) recommendations resulted in a Rs 530 billion payout by the government. The next (sixth) pay commission would effectively wind up Indian sovereignty.'
Bibek Debroy, secretary general, PHDCCI opined ,"We must scrap Pay Commissions' Even World Bank held the Fifth Pay Commission as the 'single largest adverse shock' to India's strained public finances.
Indian Inc in general think it is a disastrous move and most untimely especially when stock market is on on fire, the economy is booming and global heavyweights bullish on India but then .how can central and state government employees' salaries remain stagnant when India is booming?
Well let us first discuss dark side of the story or the corporate perspective on this govt bonanza.
The result: Before the Fifth Pay Commission recommendations came into effect, the central government's wage bill (including pension dues of Rs 50.94 billion) stood at Rs 218.85 billion in 1996-1997.It shot up by nearly 99 per cent to Rs 435.68 billion in 1999-2000.The wage bill of the state govts went up by 74 per cent to Rs 898.13 billion in 1999 from Rs 515.48 billion in 1997.At present, almost 90 per cent of a state's revenues goes in paying salaries. The impact of the Fifth Pay Commission was so brutal that some 13 states did not have money to pay salaries in 2000.
States like West Bengal, Bihar, Orissa, Assam, Manipur, Meghalaya and Mizoram sought a mechanism under which the Centre could not announce a pay revision without consulting the states.They also sought the Centre's help in offsetting the impact of the Fifth Pay Commission and a national wage policy to replace pay commissions.
But did the Fifth Pay Commission just recommend hiking salaries of government employees only .No and therein lies the problem. Some of the Fifth Pay Commission's other recommendations included slashing the government workforce by 30 per cent; abolishing 350,000 vacant posts and reducing the number of pay scales from 51 to 34, none of which were implemented.
Other side of the story is that the govt wants compensation -it must be benchmarked vis-à-vis the private sector. A finance ministry notification said the govt has been considering for sometime the changes that have taken place in the structure of emoluments of its employees over the years. Conditions have also changed in several respects since the last Pay Commission submitted its report in 1997.
With this notification, decks have also been cleared for setting up of the committee to review the pay structure of PSU employees, officials. However, it should be made clear.
However, any revised pay packet for PSU employees will not put burden on the govt exchequer since only those public paying capacity will be increasing salaries of its staff. Terms of reference has left out judicial services and political (public) servants and banking services based on equation with a govt posts. Govt apprehends huge expenditure which is wrong.
The difficulty for govt is that compensation at the senior levels is hopelessly uncompetitive while that at the bottom is often supeior to market levels.
The fears that that Sixth Pay Commission will deal a severe blow to public finances of the sort dealt by the Fifth Pay Commission ,are exaggerated. First, it is not true that it was the Fifth Pay Commission that devastated public finances. Out of the increase in the combined fiscal deficit of the Centre and the states of about 3.5 percentage points in the nineties, the Fifth Pay Commission award accounted for only one percentage point. Tax reductions and increase in interest rates did most of the damage.
It would be logical not to be judgmental about the effect of the commission already as in 10 years Indian economy has under grown a sea change . Now its bigger and more resilient .Commission would definitely learn from the last one's and derive its view . Well as for the revenue department pay hike is an urgent necessity to stem the rot of corruption and also especially for the honest officers who are struggling hard to meet the ends meet with pay packets only vis-a vis the luxurious life style of their colleagues .

1)Steno attached to various officers should be withdrawn their output is 3-4 letter per day
total working day is 25 working days in a month so total qty of letter typed is 100 letter.
In private typing institute typing of one letter is rs 5 per pages so total cost comes to
around rs 500/- per month where as govt paying rs 16000-20000 per month steno post
should be curtailed to reduce govt expenditure and secondly their pay should not be
increased in sixth pay commission as they belong to no-core sector and they are
not involved with saftey.
2)Payment of employees through ecs should be made mandatory so post of cashier
should be curtailed govt paying rs 12000-16000 per month their pay should not be
increased in sixth pay commission as they belong to non-core sector and not involved
with saftey.RLY should have mou through nationalized bank by pay rs20/- per
employee as sevice charge for proving atm debit card.
3)The clerical staff should be reduced to minimum.They are like parasites and giving
nil output.THE SURPLUS staff of other department belonging to clerical staff should
be restructured their pay should not be increased as they belong to non-core sector.
A rly employee at the course of his service his requirement are to know his leave
status.pf amount etc rly by developing software and his pf no is unique just like
prn no of reservation the employee will get details in instant and at the same time
rly can curtail staff in ministrial staff in personnel and accounts deptt.
4)DRAFTMAN IN engg deptt of railways should be curtailed and surplus staff
should be utilzed in clerical work because at present the drawing are prepared
by giving to contract to private agencies & govt is wasting rs14000-18000 on
such employees so no necessary to increase salary.
5)lAW assistant post should be surrendered when railway is taking help of private
advocates to deal legal cases of railways.RLY is wasting expenditure of around
rs20000 per month.
6)Railway hospital should be privatized because RLY doctors duty is limited
only to sick and fit case they are not abreast with latest surgical procedure
because the rly employee themselves dont have any faith in them
railway hospital are dead assest govt pay rs 35000-40000 to rly doctor.Hospital
should be leased to private party which in turn should give free medical
treatment to rly employee by incorporating in agreement or by signing
MOU.(MEMORUNDUM OF UNDERSTANDING).
7)SIXTH PAY commission should encourage incentive cum performance
and the performance should be accessed by third party not working
under the pressure of rly buracrats.
8)Salary of staff attached to core sector such as operating,signal&
telecommunication,track engineers,engineers in construcction
of building its maintenace,gangmen their salary should be increased since
they are involved with saftey running of railways.Sixth pay commission
sould incrase the salary of technical staff.
9)RAILWAY should be made corporation
10)8 HRS SHIFT DUTY TO BE introduced for any category staff
and HOER 1961 should be scrapped which will reduce accident and
performance.Stict action should be taken against employees
not adhering to shift norm of 8 hrs shift duty.
11)Time bond promotion shold be given to every category of
railway employee and then only not neccessary to set up
pay commission after 10 years.
12) The backbone of maintenace of track (i.e trakmen) his
salary should be increased because an CL-IV employee of
nationalized banks earns more than CL-IV staff of railway by sitting
in A/C office where as same CL-IV staff in rly is covered in
saftey category.
13)In order to encourage 100% attendance of rly employee
his LAP SURRENDERING PER YEAR sould be given
encashment which will discourage him from taking leave
and at the same time he will get encoragement to
encash the leave at the earliset.

RAIL ACCIDENT CAUSES AND ITS PREVENTION
Railway minister on many occasion in the safety seminar&railway minister after having met various railway employee conceded that railway working can be compared to working employee of defence at border area railway minister had totally neglected the following area of safety of railways, some suggestion are given to improve the safety of railway in order to reduce railway accidents if railway minister is seriously interested into it..
1) There are no good schooling facility for employee of CL-III & CL - IV due to which whenever employee is transferred to remote places his attention is always diverted towards schooling facility of his children. As in defence whenever the employee goes central school is available where as in railway it is totally absent, staff amenity allocation in railway budget is totally zero.
The bureaucrats, who are controlled by president of India, whenever their transfer takes places they are stationed at big cities where schooling facilities is available due to which CL-III & CL-IV staff is getting demoralized day by day as the gap is increasing. The CL-I bureaucrats thinks that they are not concerned to good education of the wards of CL-III & CL- IV staff, many a times in name of harassment, they post their subordinate staff to places where schooling facilities in not available due to which CL-III & CL- IV staff is in mental tension, how can you expect that he will perform his duty properly. Even WCL which has mines in remote places but they have schooling facility of their own.
2) Rly. minister has created new zones for efficient management & smooth working for railways and to minimize rail accidents and promised to recruit 20,000 Gr. -D staff but till date no recruiment has been done,also it is irony even after independence Railway is adopting british culture where 20 Gr.- D staff give service to a single bureacrat ,how the railway minister takes measure to prevent misuse is a matter to be seen, because these Gr. D staff who should be utilized at site are utilized at home as private servants both recognized union of Rly. opposes privatisation but nobody takes this issue of misutilization of Gr. -D staff. RAIL MINISTER is requested to give one time package of say Rs60000-80000 to all JA&SA grade post just as CHAIRMAN of WCL & NTPC is given one time package of Rs. 60,000 - 80,000/- which includes all facilities such as residential accommodation, vehicle allownce and CHAIRMAN has the option to use the package as he likes whether he stays in private flat, uses his own vehicle, if Rly minister adopts such measures in Rly,as prevalent in other central department he will be able to save lot of Govt. revenue. He should create one autonomous body and they should be given the target to avoid misuse of Gr.-D staff to be used for personal work of JA &SA grade staff and not work under influence of Rly burecrat , If possible they should be under direct control of Rly. minister.Recently the railway minister just to create his image of popularity to the weak masses had conducted vigilance enquiry of misuse of group D staff but the burecrats were well aware of it before the vigilance team visited in each division and lastly it was just a formality and nothing else, the vigilance team just issused directives and nothing else.IF RAILMINISTER is seriouly interested he should conduct surprise check with a set of men from different field excluding railway burecrats and he should not give any note of his inspection in advance then only he will see the true picture of misutilization of GR-D staff as domestic servants.
3) In railway, there are two category of people recruited by railway one is inspector of work and second is permanent way inspector. Inspector of work is responsible for civil work and water supply, where as permanent way inspector is responsible for maintenance of track. These people are classified as excluded category under HOER rules of 1961, here also the main safety aspect is ignored. Burecrats staff in the name of excluded category harass the IOW and PWI staff to such an extent that they are made to forget that they have social life in society also.
These IOW and PWI CL-III staff have certain yard stick know as ITKM and according new staff was recruited, now due to policy decision adopted by Rly, the staff is managed from existing Cl-III staff. Railway minister is taking dual standard in the name of smooth working and efficient management and to promise to nation to minimize rail accidents, he is creating zones to give promotion to bureaucrat and surrendering post of CL-III & CL - IV staff who are the back bones of railway industry and working under the influenceand pressure of bureaucrats. In coming times UPA GOVT will have to loose the election due to discontents brewing in the serving CL-III & CL-IV staff. The top bureaucrats are like parasites enjoying the govt. parks and sitting in AC chamber and misutilizing Gr. -D staff.
Railway minister is advised to expel the word excluded category from Indian railway manual and each PWI and IOW should be given 8 hrs. shift duty and strict action to be taken in case of default. The PWI has to look after the duly maintenance of track besides the schedule of tests to be done as per pway manual,
One additional post of PWI should be created whose job will be only to perform the schedule of tests given in PWAY MANUAL and regular main line PWI should be relieved of this job and only concentrate on maintenance of track.These people should be equipped with latest mode of communication and should be in position to reach the accident prone site within 20 minutes of rail accidents along with railway doctor , this is possible only if RAIL MINISTER reviews this excluded category clause of HOER rule of 1961 and introduces 8 hrs. shift duty of of each staff classified in excluded category in present, rail minister is requested to give serious thought in this matter and improve the working of railway if he is interested to save innocent lives. THE rail density has increased in UP & DN line and it is difficult for the gangmen in group D staff to do night patrolling covering 16km total km and thus the saftey is negected the RAIL MINISTER should look into this matter and take necessary policy matter in this regard.

Commission are similar to ‘essays’ written by the
civil service aspirants. The only hope to bring about
radical changes to present ineffective administration
is the Sixth Pay Commission. Other than offering a
higher pay package, one of the most important tasks of
the SPC is to formulate recommendations for an outward
facing and customer-focused administration capable of
responding to the global challenges. If India needs
to change her status from a ‘flawed” democracy to a
‘near perfect’ democracy, some new concepts need to be
introduced. Following are a few suggestions -
• Bridge the gap between the government and
non-governmental sectors by creation of a senior civil
services group through fair open competition among
people in the age group 40-55 who can serve till 65.
Retired armed forces personnel shall get ample
opportunity to serve in civilian capacity. The senior
civil servants can be appointed at decision-making
levels as well as district administrators.
• Merge the All India Services with other group-A
central services to eliminate feudalism and to cease
the ongoing clash and conflict among various service
groups.
• Introduce the 360-degree reporting system to
generate a sense of fellow feeling and togetherness
among various classes of civil servants.
• Curtail the tenure by raising the minimum age limit
to 30 years (retirement 60). This will attract
matured and experienced talents to civil services and
give employment opportunity to more people.
• The minimum qualification for all categories of
employees holding group C, B or A civilian posts
should be a graduation. They can be selected through a
single competitive exam namely the combined civil
services exam, appointed on merit vis-à-vis
preference.
• Skill of writing well in the exams at a younger age
and climbing to the topmost position in the hierarchy
should be delinked.
• Bring all grades of civil and defence employees in
one bracket by introducing a single running pay scale.
A prototype of the pay scale: “b – (increment @ b/20
for 9 years) – 1.5 b (increment @1.5b/20 for 9 years)
– 2.25b (increment @2.25b/20 for 9 years) – 3.375b
(increment @3.375b/20 for 9 years) – 5.0625b
(increment @5.0625b/20 for 9 years) – 7.59375b
(fixed)”. Basic Index Pay ‘b’ is to be determined by
the Pay Commission. Automatic revision of pay scales
is also possible through periodic fixation of Basic
Index Pay.
• The ratio of the highest pay and the lowest pay must
not exceed 8:1. If not the employees, members of their
families need to be treated uniformly.
• Every employee, civil or defence may be given the
opportunity to jump to the next higher class after a
maximum period of 10 years of service. This will
address the problem of creating promotional avenues to
every employee. The Assured Career Progression scheme
that ensures financial upgradation after 12 years of
service can be merged with the single running pay
scale.
• The pay of a Secretary to the Government of India
should be a fixed sum, less than the salary of a Union
Deputy Minister. Ministers enjoy people’s mandate but
bureaucrats don’t.
• Vertical and horizontal movements should be allowed
at all levels to maintain the federalist character of
India.
• Withdraw all sorts of special grants, allowances,
and other invisibles currently given only to a
particular group of employees. Initial pay of armed
forces personnel may be fixed at one point higher than
their civilian counterparts to compensate their
difficult nature of job away from home.
• Reserve the term ‘Executive’ for the people’s
representatives and persons holding constitutional
posts. Let the bureaucrats realize that they are
‘servants’ and not ‘masters’ of the society.
• All departmental exams should be abolished to give a
fair treatment to the senior and to attract talents
both from inside and outside.
• Stop reservation in promotion at all levels.
• Pay scale and one’s position/promotion should be
delinked. Unity of command and control will exist
though one’s position in the hierarchy and not through
pay scales.
• Impart compulsory professional training at the entry
level to all groups of employees.
• Withdraw secretarial assistance staff from officers
below the rank of Directors. Make the entire
bureaucracy computer savvy who can take care of their
own affairs.
• Within a period of five years reduce cadre strengths
by 10% at all levels in the ministries/departments
(excluding armed forces) where non-plan expenditure
exceeds revenue generated. The surplus manpower may
be diverted to the productive departments like
revenue, taxation, posts, railways etc.
• Build apartments in the proximity of the offices to
ensure that accommodation is provided to every
employee.
• Scatter central government offices to other parts of
India.
• Curb spending on publicity and office expenses.
• Head towards a paperless office.

The entire administrative machinery is being transformed from babu-based bureaucracy to officer oriented organizations. There will only be officers in any organization. All of them shall be selected through a single competitive exam. The junior officers shall provide secretarial assistance to the seniors, if at all it is required.
The transformation will be gradual and may take a decade or so. Government have already stopped direct recruitment of Grade-C stenographers, and have set an indication.
Alternatively the pay scale of an Assistant should be equal to the pay scale of a Group B central secretariat officer. Both are selected through graduate level open competition consisting of prelims, mains and interview.
(ii) The Inspectors of Income tax/Central Excise/Customs who are also selected with the same qualification/exam as (i) above belong to Group-B (Non-gazetted) with a higher basic pay of Rs.6500/-
(iii) The stenographers grade-II whose basic qualification is just matriculation have been placed as Group-B (non-gazetted) with basic pay Rs.5500/-
(iv) The nurses who hold a 3 ½ year recognised diploma after 10+2 are placed in Group C.
Could the sixth pay commission remove these anomalies?
(1) The personnel of officerscadre are selected through a very stringent process conducted by UPSC and Srvice selection board which is a complete filtration process. They were as capable many IAS/IFS and other Indian adm service cadres officers if not more.
(2) The kind of professional life style they lead -stressful envoron , separation from family , education prob of chilfern, inability to look after domestic affairs on time are only a few to name. Despite all odds they deliver for the nation when his duty comes first and foremost
(3) The kind of sacrifice they make is not commensurate with the compensation made at all. Why a civil servant need to be compenasted with extra allowance whe he enters North East while service personnel are not getting the same if he is not in operatopnal area. reason is clear - they have the capacity to influence!!!!
(4) How can service for the nation when he is ready to sacrifice his life can be compared to white collared babus indulging in AC rooms?
(5) Its high time to think and ponder over it lest we should land up in a state - what the USA and the UK and other developed nations are facing tha none is joining their armed forces despite best tempting offers now.
Need to put in place a structure which can facilitate drawing upon a larger pool of talent
A QUESTION has arisen in the context of determination of pay and perquisites of government officers whether the present arrangement is an anachronism of colonial vintage and whether it would be advantageous to restructure the civil services into a single unified civil service providing mobility vertically and horizontally consistent with demands of leadership, domain expertise, training, and experience.
In these days of incessant quest to empower every underprivileged section outside the government, should it not look within to find ways of empowering it at intermediate and lower levels to flatten the pyramid and free the bureaucracy from the grip of seniority?
Among various reforms, unified civil service seems both attractive and urgent. With the availability of enormous computing power, giga level data bases, microseconds search returns and real time networking the processes of positioning the right people in the right jobs is increasingly within reach of any enlightened institution.
With the Right to Information Act in force it appears appropriate now to examine putting in place a structure which can, above all, facilitate drawing upon a larger pool of talent untrammelled by parochial cadre affiliations and year of allotment appellations. Matching job requirements with available persons with appropriate domain expertise, training and experience can be an objective and transparent exercise without intermediation by vested interests.
Performance can be more easily tracked and factored in a larger pool to get the best resources for each and every position. It will be amazing to see how the number of people thrown up for the field of consideration will revolutionise the way talent and merit find acceptance.
With a unified civil service there will be no need to satisfy elements within the government to conduct time consuming rituals such as cadre reviews which are carried out ostensibly to improve efficiency but actually to achieve some parity with services which have a `flexible complementing' system of granting promotions based on mere efflux of time. As we are all looking forward to becoming a society which is multiethnic, multicultural, and a model of inclusiveness, broadbasing the services will have a salutary impact on under-represented sections such as women, Muslims, the Scheduled Castes and Tribes and the most backward classes.
Equitable representation
A member of the unified civil service can expect equitable representation in the higher echelons and more importantly, manifest equality of opportunity not only to serve in positions consistent with one's education, training, skills, performance and domain knowledge but also for catering to his needs of training and development. A larger pool will always help in bringing a lot more flexibility to address employees' concerns in transfer and grant of sabbatical and study leave, etc.
Fixing tenures and filling vacancies periodically from a large reservoir of personnel coupled with lateral entry at various levels will ensure greater participation by larger sections of talented persons from academia, media, private sector and volunteers from non-governmental organisations.
Bureaucracy is notorious for its resistance to reforms. The existing superior services are a "marvel and an inspirational model for the rest of bureaucracy — as it sets the conditions and standards for accepting and resisting reform." However, it will be sad if the second Adminstrative Reforms Commission and VI Pay Commission pass up the opportunity to recommend measures to provide a large and flexible, knowledge based, service oriented talent pool for the 21st century management in government.
Your comments are more subjective than objective.
Could you please tell us the parameters of the proposed unified civil service? Should it be formed by merging the existing All India Services and other Group-A serivices? Or should it be totally a new group of service called Senior Civil Service consisting of intellectuals from all walks life to be selected through 100 per cent fair open competition from people in age group of 40-55 years who can be allowed to serve till 65, as sugguested by somebody in this blog?
In my opinion the pool of senior civil services group is a better option than your suggestion for a unified civil service allowing lateral entry.
The actual remedy is to provide special compensation to such officers wherever the pre-requisite qualification for a post is a professional degree with experince.
An efficient system would have no place for such posts.
Another importnat point is a realistic TA/ DA rates. Professionals cannot workj in Govt. As I went to Pune, I found my entilement is Rs. 200 for a hotel !
All officers should be provided with laptop and should be elligible to fly. As states previously, a one-day work in Trivandum costed me 7 days. And it is at the junior levels where professional work is output -intensive
You are right that there is no need of stenos and clerks in the modern day high-tech government organization. At the same time the officers should be trained and ready to do all sorts of jobs. They should not tell their friends visiting them - wait for my steno/PA/clerk to come and do this job...
You are wrong in calculating the TA/DA. What about the day's salary you got without attending office? Isn't that an incentive, in addition to your DA?

2)Flatter organisation is the need of the day as it will reduce the time taken in decision making and many beaurecratic hurdles can be broken and transperency can be enhanced.
3)The number of year for VRS may be brought down to 15yrs from present 20yrs as it will allow the employee to remain strong enough to takeup another carrier.
Posts like personal assistant, private secretary, etc. itself violate these rules. Due to advancement of technology and modernization of work culture the use of shorthand is dwindling. Thus the posts of stenographers in the government departments should be scraped.
Only for creating slots for promotion, posts like PA, PS, PPS, Sr. PPS etc. exist in various Ministries/Departments of Government. The basic qualification required for these posts is a mere matriculation. The sixth pay commission should seriously consider abolishing these outdated posts on which Government spends a lot. In exceptional cases the posts of stenographers can continue for some time.
In the developed countries like the US, the administrative assistants provide secretarial assistance to the higher level officers wherever required. In India too, the posts like PA, PS, PPS, Sr. PPS etc. should be replaced with Administrative Assistants who are better qualified as the minimum basic qualification required for these posts is graduation. A lot of saving can be done if the SPC recommends this point and the Govt promptly implements this.
I can guarantee that you do not belong to any All India Service. However, please velar your vacuum on certain points.
It is not the AIS officers alone but all the Group-A,B & C officers of central government are liable to serve anywhere in India. AIS are primarily state government employees. They are either posted in the state of their cadre or at the centre. The President of India not only appoints the AIS officers but also appoints all the ministerial Group-A and B officials including Group-B non gazetted. Central Govt DA is applicable to the AIS. Due to austerity measures the LTC was suspended for some time. It is very much in vogue. Being a public servant, you are prohibited from giving or accepting gifts. The state government does not ask for AIS officers but there is a constitutional provision for this.
Secondly, have you seen the vigilance departing unearthing properties of crores illegally acquired by the AIS officers in Orissa? From where they are gathering these huge amounts? The focus of the pay commission should be to ameliorate the quality of life of thee lower rung officials than the AIS officers/Group-A officers who belong to the extra-privileged class. See how many promotions they get during their entire career and the power and perks they enjoy!! These group-A officers change their own generations!! So these extra-privileged class of employees should be brought at par with others.

Considering the fact that infletion rises to all time higher at the moment and it will continue to rise even higher, in this situation just compare between the salary of a Private Sector Employee and Govt. Employee. There is huge difference in their pay. An CEO of ICICI Bank gets annually Rs.12-15 lakhs in comparison the only Rs.6 lakhs for the Chief Manager of SBI. Smilarly a Bank clerk gets 1.8-2.0 lakhs annually whereas a Central Govt. clerical staff hardly gets only 0.7-1.0 lakhs annually. There is huge difference in pay in other categories also. So my request to 6th pay Commision is that they should abolish these huge pay gap between these categories of employees who performs the same work. I also request the these gaps should be narrowed as far as possible by giving atlest 4-5 times in pay hike. I request this should be implemented by year end 2008 else interim relief should be provided to the employees.

Could anybody tell what is the present pay scale of Assistants/Personal Assistants in the Railway Board? Also, what is the present pay scale of the Assistants/PAs in the Central Secretariat?
In fact with the rapid increase in the number of officers, the stenographers over the zonal/divisional railways are not being recruited and the existing stenographers in the zonal and divisional offices as well as in the production units and projects are made to work hard and for even beyond office hours and on holidays to complete the office work and the various works being assigned to them. This aspect also need greater consideration by the Hon'ble Sixth Pay Commission, as these are the ground realities.

Will it not save space and most resources and also reduce traffic congestion if most of the Central govt Offices were to be used in double or even in triple shifts - morning shift the office space, furniture, computers and implements are used by say I-Tax officials and in the evening shift the same resources are used by Pay and Accounts Dept of BSF and in the night shift these resources are to be used by Pay and Accounts Dept of CRPF.
Can't the Govt otsource the Medical facilities, transport facilities and residential facilities it provides its employees.
How much has the Govt saved (if at all) after computerization? What has it done with the surplus staff? How much percentage of the Govt machinary is working to keep the Govt working (I mean for self governance and maintanance)?
Pay hike for the Govt servants is however essential to attract the best talent into the Govt.
It seems that u too are not completly aware of the facts and practicality of things. Here, what i meant with giving gifts are to relatives on occasions of festivities and ceremonies which is not banned under conduct rules. and when u say that AIS officers are primarily state government employees, u are mistaken because practically we are central govetrnment employyes on deputation to state government and who is alloted a parent cadre in the beginning. The parliament has enacted an All India Service Act and for ur further knowledge,you can refer tod that.Moreover, when u are talking of the vigilance raids unearthing crores of properties,why do u forget that what i was talking was about honest persons depending on the salaries only for all their needs and not corrupt people, who by all means anywhere are doing this business. And this does not apply only to All India Service Officer but to everyone. And when u are talking extra priviliged class of AIS officers, why do u forget the amount of responsibility and accountibily which is kept on these officers and the practical problems of the administration. What accountability a clerk or police constable owes? Moreover man management is the keyword now a days and we are trained and expected to do it as a part of our work but in the entire affairs everyone forgets that apart from officers, we are also employees and who will do our management. There is no one to do our management. Moreover, places which were not under the control of Britishers and were ruled by Rajas are slightly difficult to administer as the rule of Law has not percolated down. Govt. should curb the mediators in the business, provide price listing on the goods itself which the person has to pay. Put ration on daily use articles.
The corrption in the Govt. sector be curbed and provision for proper punishement on offering and receiving of under table money should be made. Watch on sectors like P.F., courts, tahsils, police department be done. The powers of police should be curtailed.

Since unemployment problem in India is a serious issue it would be better if the retirement age is extende upto 65 year of all govt. employees including teachers and high technical institutions and make a concreate/substantisl decision for create huge job. The sixth pay commission should initiate necessary steps for this so that lakhs and lakhs of literate graduates and post graduates could get the job oppurtunity in all the fields.

All sorts of invisibles should be abolished and only salary but HRA should be paid to the employees. Govt. should construct apartments at the proximity of every office and every employee should be asked to reside in the govt. apartment. This way, efficiency of any govt. organisation will increase manifold and it will save the entire HRA being given to the employees.
All the schools, colleges and other educational institutions should function on dual shift basis. This way, higher education will be accessible to everybody and the burden on infrastructure will also be reduced.
Why should govt increase the non-plan expenditure when people of the requisite calibre are ready to work at the existing salary structure? SPC will only suggest a mechanism for increasing efficiency in governance at minimum cost to Government!! And none of the government employees does any wonder.
He discussed at length about railway financial burdens. I agree to his comments about clerical staff.But his observations about Railway Doctors are quite biased and without ground reality knowledge. Railway has working population of nearly 15 lakh emplyees. Taking a average of 2-3 dependant persons, the health system beneficieries are roughly 45 lakhs. Also take into account of retired Rly employees who must be around 30 lakh(including dependant members). To cater 75 lakh beneficieries Railway spends approx 700 crores for medical dept annually.(Bombay Muncipal Corporation alone spends 700 crores per yr only for Bombay's hospitals) It comes to 1000 Rs per beneficiery.
Railway doctors are doing most of the professional work at their workplaces depending on the infrastructure available. Most of the places approx 70-80 patients are seen by one doctor per day. Considering the monthly slary of Rs 30000 It comes to Rs 30 per patient. Apart from that, only Railway doctor can take responsibility of maintaining strict fitness standars for operating staff because of their accountability.
Even after putting on sincere yrs in service, his knowledge is questioned by an engineer (DRM,GM) who have forgotten their subject's core knowledge ( THey only remember administrative knowledge).
So it would be welcome to close medical dept as no doctor would die of unemplyment. But let me know which insurance company will offer medical treatment including lifelong supply of medicines antidiabetic, antihypertensive & other medicines at premium of Rs 1000 per yr? Also which insurance company will take care of retired employees?
Even if private agencies takes over who will entertain the feudal eng dept burocrats when they go for treatment? Will they be given priority? Whether they would have the audacity of questioning their decisions?

I have suggested the SPC to conduct a study and find out the barest minimum salary at which the Govt. could run the bureaucratic machinery with the desired level of efficiency. There is no need of offering stability of tenure or paying pension or gratuity. The govt. servants could take care of their own affairs. So you fellas, don't expect any miracle in your pay structure. The gap between the highest pay and the lowest pay is narrowing down and after a decade or so it will be be an absolute zero.... No clerks... no peons... and everybody will be treated equally....equal pay for equal work (40 hours a week)... only a small component proportionate to performance and output will be offered to you Servants...
When everybody from a clerk to the cabinet secretary is essentially a graduate, why not they be selected from a single exam? And why should there be so many classes of servants but not a single class/category of generalists? The Hon'ble President of India wants the young and dynamic youths of this nation to generate new ideas? Where are your new ideas guys? Don't you think of anything beyond an increase in your salary?
u really seems to be a rejected lot that is why u seems to be barking on all government servants, conviniently forgeting that however much ur life might dbe comfortable today, a lot of credit has to be given to government servants. If we talk of black sheeps, they can be found anywhere( even in World Bank). The security guard deployed at my residence is getting a consolidated pay of Rs.5000/- per month. He has been hired from a private company. My concern is towards the ARCHITECTS working in the Govt. Like the doctors as they are given NPA 'Non Practicing Allowances' which is an additional perk over and above the salary, the ARCHITECTS shall also be given a similar allowance for there professional qualification as even they are not allowed to practice while serving in the Govt.
Sir, I kwow I am late as the date for giving the suggestion has passed, I think it is always better to be late than never.

My concern is towards the transfer policy in ICAR (Indian Council of Agricultural Research). Some people are employed near there home town and they are there throughout their life.They can either devote more time to work or devote more time to family liabilities if it becomes the later which happens in most of the cases , definitely work suffers and finaly there is less output from the system. Similarly many people who are employed in a far off place from their native, they are there for so many years. Because of lack of stringent policy they never get chance to come out of there even if they apply for the same, the authority turn down their request giving them some baseless clue because they are the authority leaving these people in mental agony. This also affect the work and lead to less output from the system. There is some guidelines to maintain ratio of scientists in certain proportions from native and outside the states but that never works. Kindly recommend some suitable guidelines so that everybody get chances to get transfer to his choice place after serving for a period of 5-10 years in a particular place as per the choice of council to facilitate better work and more output.

all i can say is that first the govt of india should appoint defence officers serving or retired for the welfare of the serving and the retired soldiers because they are the backbone of our country no one can deny the fact the hardship they undergo compared to any other service i would also like to suggest that free railway pass should be granted to atleast disabled ex servicemen who are boarded out and recive pension .

I have concrete report that out of these 26, 23 are under CBI scrutiny and departmental disciplinary action against the rest 3 IAS officials are going on. Most of them have accumulated wealth of billions of rupees and so they want to quit their jobs now. You are under wrong impression that they are voluntarily opting retirement because of meager salary. Forget about this.
They can survive happily only if they quit the Govt. sector and and join any private company. This is just to eyewash the public and to divert the attention of the CBI.

Regarding the vehicles being procured by the various govet.department is absolutely not required, the vehicles which are being utilised by the govt. department can be hired with Rs.15-20 thousand per month simply. No burden for any other staff like driver, mechanic and other staffs. Therefore to my opinion the ENT section of various department must be shut down to save a huge amount may saved by the govt.

Sub: Injustice in granting Pay Scales and Status to Zonal Railway Stenographer – Inseparable part of Ministry of Railways.
With due deference, it is to apprise you that Railway Stenographers as an individual and their dedicated Secretarial Assistance is an inseparable tool to Administration, therefore, are identified with Officers. In this connection, few lines are appended below for giving Parity in Pay Scales and Status to Zonal Railway Stenographers with their counterparts in Railway Board (RBSSS) who are construed to be part of the Central Secretariat Stenographers (CSSS):
1. That as per Rule 103 of Indian Railway Establishment Code – Vol.I, “Anyone working under the Administrative Control of Railway Board is a Railway Servant”. Thus, all Stenographers working in Zonal Railways, Production Units including Railway Board work under the Administrative Control of Railway Board and are inseparable part of Ministry of Railways, viz. Central Ministry like other Ministries. Therefore, Ministry of Railways admitted in their affidavit before Central Administrative Tribunal, Ernakulam xxx…. This is because of the basic difference between Department of Railways and other Government Departments. It may kindly be noted that the Department of Railways is a separate Department and industry by itself under the Government of India and it is governed by a separate Ministry, Railway Board, General Managers and officials under them and is a separate independent department with its individuality….xxx. Moreover, the Zonal Railways/Production Units/Railway Board Stenographers attached to work under Officers appointed through Indian Railway Services, whose Scales and Status remain unchanged irrespective of Place of Posting/Working only their designation/nomenclature changes.
2. That Ministry of Railways gives Zonal Railway Stenographers step-motherly treatment e.g. IVth CPC in Para 9.42 stated xxx Stenographers working in other organization …. Like Department of Railways, Ministry of External Affairs, may be placed in the same grades of pay as have been recommended for CSSS…xxx Railway Board Stenographers already participating in the CSSS and ‘Department of Railways’ meant for Stenographers who are not participating in CSSS, which was omitted knowingly/intentionally in Finance Ministry Notification No.F.15(I)-IV/86 dated 13.09.1986, for which Railway Board never countered them and itself stated Railways is separate Department.
3. That when Zonal Railway Stenographers asks for granting pay scales applicable to Department of Railways, Board contends Stenographers are “Common Category” with other Central Government Offices, and, when Zonal Railway Stenographer asks for granting Pay Scales and Status applicable to other Central Government Offices Stenographers, Railway Board contends Railways is a separate Department with its individuality (statement Para-1 above). Then, Why the Railway Board Stenographers are enjoying Pay Scales and Status applicable to CSSS along with facilities of Railway Servant viz. Free Passes, PTOs, Railway Bonus, Holiday Homes, Officers’ Rest Houses, etc.?
4. That Railway Board’s discriminatory attitude jeopardized the Zonal Railway Stenographers Cadre as follows :
(a). Parity in Scale Rs.1400-2600 given to Gr.II Zonal Railway Stenographers with Railway Board/CSSS Gr.II Stenographers vide Railway Board letter No.PC-IV/89/Imp/1 dated 26.06.1990 (Annexure-I) – Basis viz. Board of Arbitration Award dated 18th Aug.,1989;
(b). Parity disturbed vide Railway Board’s letter No.PC-IV/86/RSRP/1 dated 07.08.1990(Annexure-II) – Granting Scale Rs.1640-2900 to Railway Board Stenographers only;
(c). Partially (25% posts) granted Gr.Rs.1640-2900 from existing Gr.II Zonal Railway Stenographers strength balance (75% posts) remained in Gr.Rs.1400-2600 vide Railway Board’s letter No.PC.IV/89/Imp/1 dated 07.05.1991 (Annexure-III);
(d). Recently vide DOPT’s OM No.20/29/2006-CS.II dated 25th Sept.,2006 (Annexure-IV) Railway Board Gr.II Stenographers’ Gr.Rs.5500-9000(pre-revised Gr.Rs.1640-2900) given revised Scale Rs.6500-10500 specifically given to CSSS only, with this further aggravated disparity;
(e). Vide DOPT’s OM dated 1st March,1988 (Annexure-V) all Stenographers Gr.Rs.2000-3200 (revised scale Rs.6500-10500) given Gazetted Classification – Classification not implemented over Zonal Railways, and, made it Selection Post (Written, Viva-voce & Service Record) whereas, Vth CPC clubbed Gr.Rs.2000-3200 and Rs.2000-3500 by taking cognizance to DOPT OM (Gazetted & Non-Selection Post) and revised the Scale Rs.6500-10500, Group ‘B’ Gazetted;
(f). Because of non-implementation of Gazetted Classification in Gr.Rs.6500-10500, Zonal Railway Railways Stenographers are deprived of Scale Rs.8000-13500(Non-functional).
(g). In haphazard manner Railway Board granted PS-I and PPS Scales Rs.7500-12000 and Rs.8000-13500 (both Selection Posts purely on Adhoc basis) only 16 and 2 posts respectively on each Zonal Railway by withdrawing equal number of posts from Gr.Rs.6500-10500 without forming Cadre and Recruitment Rules;
(h). Brief justification enclosed for granting Parity in all respects to Zonal Railway Stenographers vis-à-vis Railway Board Stenographers/CSSS (Annexure-VI);
With the present trend where powers are decentralized, further authority delegated, more transparency sought for, higher degree of involvement of public through RTI Act, critical judicial pronouncements, increasing office automation, promotion of the concept of paperless office, efficiency in administration with reduced manpower etc., the cadre of stenographers assume a significant quality, especially in an organization
like the Railways, where a paradigm shift towards ‘corporate attitude in management’. In this, it will be the stenographers with their proven competence, will play a remarkable role. This potential category needs motivation with removal of all prevailing anomalies that existed so far and granting parity with the Railway Board Stenographers/CSSS.
In view of above, I, on behalf of Indian Railway Stenographers’ Association (Regd) pray for, as follows :
(a). Maintain parity with RBSSS/CSSS in Scale of Gr.II Stenographers Gr.Rs.1400-2600 (pre-revisedGr.Rs.425-700) since 1.1.1986 and arrange to pay arrears thereto;
(b). DUTIES & RESPONSIBILITIES
1. Duties and responsibilities of Stenographers of Zonal Railways are peculiar as compared to their counterparts working in the CSSS, Railway Board and other Central Government Departments, who are confined within four walls of the office, in an environment positive in nature. Railway Stenographers work on line too with their respective Officers e.g. Inspections, Foot Plate Inspections, Accident sites, Shop/Shed floor and even in Production Units where there is very noisy and high degree of temperature atmosphere. Also, work in adverse natural climate during casualty/emergency at accident site in an environment negative to human nature. On line there is no prescribed working hours, may extend upto 12 – 14 hours a day.
2. The Railway Stenographers are duty bound to maintain Confidential Reports, Confidential and Secret Files of various staff and matters. In addition to their normal routine duties, Railway Stenographers work unlimited and as long as officers remain in office, the stenographer also remains and assists the officer. For this extra work/duty no remuneration is paid. They are responsible for keeping uninterrupted communication channels with the field/operations/movements etc.
4. Though the Budget for the Railways is separate as well as the Railway Officers Cadre with whom they are attached to work is also separate from Central Government, fair deal while granting pay scales by previous Pay Commissions to Railway Stenographers is not given. The Railway Stenographers deserve higher pay scale than that of the Stenographers working in the Central Secretariat Services which include Railway Board Secretariat. Unfortunately, they are not even treated at par with the Stenographers of Central Secretariat in respect of pay scales.
5. We therefore, propose that higher pay scale be recommended to Stenographers of Railways considering the uncommon nature of duties being performed by them as explained above or they may at least be treated at par with those working in Central Secretariat Services in recommending pay scales.

After every Pay Commission's Report, there is resentment within the Central Government employees, which lead to bundles of anomalies and give an opportunity to Union Leaders to cook their meal. This may be looked into. These anomalies consume lots of time and money. To overcome this situation, I may suggest that there should be unified Grades/Scales, yardstic, hierarchy, etc. category-wise within Central Government Employee irrespective of their Offices and Place of Posting.

Railway Board is dominating over Zonal Railways like an "East India Company". As per Rule 103 of Indian Railway Establishment Code - Vol.I "Anyone working under the Administrative Control of Railway board is a Railway Servant". Railway Board itself filed an Affidavit in Ernakulam CAT stating XXX... This is becsue of the basic difference between Department of Railways and other Government Departments. It may kindly be noted that the Department of Railways is a seperate Department and Industry by itself under the Government of India and it is governed by a seperate Ministry, Railway Board, General Managers and Officials under them and is a seperate independent department with its individuality"...XXX, It is also pertinent to point out that Stenographers of Indian Railways are attached to the officers selected throgh Indian Railway Services, and, their Scales and Status remain unchanged irrespective of Place of posting/working only their designation/nomenclature changes.THEN WHY SCALES AND STATUS OF STENOGRAPHERS IS DIFFERENT WITHIN ONE DEPAREMNT? WHEREAS, STENOGRAPHERS ARE IDENTIFIED WITH OFFICERS ONLY.
Moreover, when Department of Railwys is seperate from other Central Government Office,THEN WHY RAILWAY STENOGRAPHERS ARE PARTICIPATING IN C.S.S.S. It is only Zonal Railways' employees efficiency, THROUGH which Indian Railways earned a remarkable profit @ Rs.20,000 crores. Zonal Railway explores the feasibility of any Project/Work, prepares the narrative Project Report, makes its Estimates, etc. and send it to Railway Board, which only endorse its approvalon it, and send back to Zonal Railways to implement the Project, it is once again Zonal Railways to work on it, HENCE ANYBODY COULD TELL US, WHAT IS THE CONTRIBUTION OF RAILWAY BOARD AND ITS STENOGRAPHERS AND STAFF? Even in a report submitted by Rakesh Mohan Commitee, recommended -- Abolish/Wind up Railway Board; its an overhead.
Railway Board's outdated contention Policy making and Decision taking body, now-a-days has no bearing due to decentralisation and devolution of administrative powers of officers down the line,which empowered them to take decision independently and work out the policy to implement at his own level. It should pay to its employees a handsom salary and at the same time should tap the work. In group D cadre, present 4 or 5 stages should be reduced to two. Minimum qlfns should be metric. Graduation should be mnm qlfns for clerical posts and it should be restructured as Executive Assistant, then Section Officer, then Administrative Officer/Under Secretary and upwards. Promotions to non IAS officers should be limited at Under Secretary/Administrative Officer. There may be only uniform examination for selection to clerical (executive assistant) posts and each promotion should be given only after passing through departmental examinations. The present pay should be increased by at least 3 times. To attract brilliant youngersters to govt. service, govt. should compromise in wage structure. Comparing to govt. secture, the perquisites/compensation packages are far better. Even in PSUs the package is not so bad. Service rules should be simplified. The rates of TA/DA to be increased for undertaking tour. Organisations of common nature may be amalgamated/merged. Office procedures should be automated. To attract young aspirants to scientific institutions, defense services, there should be a considerable increase in pay packages in those sectors. The posts of Steno should be minimised and at the same time the posts of Typists should be abolished. Despatch work to be entrusted with Group D (as the qualification is enhanced to metric). Executive Assistants should have good typing speed and proficiency in stenography. A person recruited against All India Service (IAS, IPS etc) should be allowed a pay package of minimum Rs. 35000 pm. There should be time scale promotions. The maximum salary (in our case the post of Cabinet Secretary) should be not less than Rs. 100000/- pm.

(ii) Thjere should be lumpsum grant on transfer when an employee moves his family so that he can easily transport his belongings through a "packers and movers" and it should not be restricted to rail freight charges.
(iii) Present HRA policy is hopeless and has no reality if we compare the market situation. Cosly cities irespective of population should be properly taken in to consideration.
(iv) Performance based scheme is very difficult in govt. organisations. It is very difficult to evaluate the performance of a employee/officer in govt department due to various reasons. Sometimes clumsy rules does not allow the smart officers to perform and produce the way they want. In most of the cases even the nonperforming officers are rewarded due to thier good relationshiph seniors.
Recently I have seen a corporate head's salary will be around 77 lakhs per month including 3 crores worth performance linked bonus. It is a cellular phone coy based in India. If the coy can give such salary - to its head - robbed from the share holders, why is the hue and cry of the salary of Govt. employes?
One person is earning in respect to foreign currency, and one in repect to Indian currency.
Another point is - Is it possible for a government servant to buy a house in metro city( Banglore , Delhi, Bombay etc.) with his entire incom accumulated during service, even senior most government official can't buy house in these city.
Education is going too costly ( Engineering , Madical fee goes to high). Inflation is going too high. And after 6th pay comission it may soaring high to its limit.
But following strategy should be adopted -
1. Government staff should be Computer savvy. Even they should work through laptop/PDAs, So they can impart maximum efficiency.
2. Most of the goverment services should be made to online. So that it help in record management/save time and many aspects.
3. For every promotion transperency should be maintain. like videograpgy in interview/ written exams etc. Because humans are biased - they think about regionalism/castism and involved in corruption.
4. wherever possibility reduced staff/ automated process should be adopted. Since function of government is to provide better service/ regulating system etc.
India has partially moved out of Inspector Raj.But some posts such as inspector of income tax etc are still continuing.i think it is time to change the Name of posts for removal of the word Inspector.

Stenographers are back bone of the administation and beaurocrates become handicapped without Secretarial Assistance. You are might be one exception,or, you have earlier been tried for Ministerial Cadre and later by luck got the job of IAS. Moreover, The Chairman, IIIrd Central Pay Commission in one of his notes sent to the then Prime Minister stating that the only two categories should be called Government Servants viz. Offiers and their Stenographer(i.e. PAs) and, all other work should be got done through contractors on contract basis.
It is because of like you people the beaurocrates, who only think about themselves. Here I authentically state that now-a-days 98% Stenographers in Government are Graduate, out of which 50% are Post-graduates and in all having proficiency in Computers. In Railways, Stenographers are dealing with all Secret, Confidential, Vigilance, D&AR Files in addition to Secretarial Assitance to their respective officers. You are talking about US Administration and their working. It is because of beaurocrates that till date our country of underdeveloped. If you people think yourself that you are much competent, then why their is "Below Powerty Line" in India. Reason, IAS loby is not competent enough, they only think about themselves. Moreover, Corruption and Red-tapism, this starts from top and not from bottom. If Officers works efficiently and honestly, then, how his subordinate could even think of wrong doings. Therefore, here I must say that IAS (Inefficients allowed to Serve). In fact, IAS are white elephants to the nation,consuming huge government expenditure for their office and house infrastructure. They now-a-days want to work independently without any subordinate because of the fear that no one else could know what malafide they are doing with Government Money. I agree with Mr.Harish Thawani that IAS (Inefficients allowed to serve). On date Government enhanced the salary of Prisoners of Tihar Jain 4(four) times. People heading government, sitting in the Gole Building, are enjoying lucerative salaries and facilities, without any specific qualification and age limit and are being helped by IAS like their pets. If IASs are that much competent, then why they are sticking to the Government Jobs? Why don't they join Corporate Sector? Only because of available facilites and powers to enjoy conferred by Government (i.e. beaurocrate to beaurocrate) for doing nothing, sitting idle in the luxurious room and waiting for kickbacks.
Paying petty salaries to Class II, III & IV employees that doesn't matters Government, but the huge salary paid to an IAS matters more. The single man (i.e. IAS - Inefficient allowed to serve) getting huge salary(i.e.equals at least 10 employees of Class II,III & IV) and doing nothing, matters the Government. Therefore, I appeal Pay Commission to kindly fix targets for IAS and appoint them on Contract basis (i.e.Package System) for a time bound period like corporate Sector,and, adjudge them accordingly.
You people are now-a-days behaving like "KALE ANGREZ". I hope that you might be aware of history, and the time has come to repeat it.

Rakesh Kumar is absolutely right. Here I must say an IAS is like a wild goose, who is destroying the roots of the government system like anything, whom everybody is chasing, but no one is able to catch. That is why our country is lacking behind. If Officers doesn't work, how subordinate can work efficiently. That is why the Government decided and posted Desk Officers with their PAs to work independently.
In my opinion there should be uniforimity in the pay scales, status, yardstic, heirarchy, etc. category-wise within Central Government irrespective of Offices and Place of postings. But here I point out that over Zonal Railways (i.e. Department of Railways) are also denied the scale of Rs.6500-10500 in place of Rs.5500-9000 revised from 25th Sept.,2006. Scale of Rs.6500-10500 is awarded to the Inspectors/analogous posts in Central Board of Direct Taxes/Central Board of Excise & Customs, which are Subordinate Offices, whereas, instead of giving the same scale to Subordinate Offices, with the dextarity of beaurocrates and CSSS' clouts within administration, they got parity with Subordinate Office's scale Rs.5500-9000 replaced as Scale Rs.6500-10500. Moreover, whenever Subordinate Offices asks for parity with their counterparts in CSSS, they straight away deny on the grounds that they are Secretariate.
Here I may mention on, what you opined about Stenographers and Assistants. The Stgenographers over Zonal Railways (98% Graduates) are much competent and qualified than any other Government Departments and even than Ministry of Railways Stenographers and Assistants. Reason, Stenographers over Zonal Railway deals with Secret, Confidential, D&AR, Vigilance, Selections and other Misc. Files in addition to Secretarial Assistance; even accompany their respective Officers on line isnpection, accidents, emergencies in odd hours, etc. In Workshops and Production Units where there is high degree of temperature and noise pollution which is negetive in nature, they work efficiently. This type of working of an specific category (Stenographers) of Railways, like-wise there are several others, Railways able to achieved the record profit of Rs.20,000 crores in 2006-07.
Even then Railway Board (RBSSS)is getting higher pay scales than Zonal Railways' Stenographer, whereas, both are Railway Servants under Rules 103 of Indian Railway Establishment Manual Vol.I. Whereas, Government affirms that there is no discrimination or difference within one section or the other, equal pay for equal work and where there are posts are comparable Scales, Status, Yardstic, Heirarchy, etc. should be same.
Here I must say that Railways is exceptional one, which is linking India on the path of Unity, maintaining Uniformity in diversity, etc. but within Railways (Ministry & Zonal Railways) there is huge discrimination and difference within identical categories.
Zonal Railways' employees especially Stenographers are very low paid employees than any other Central Government or Delhi Government Stenographers or Assistants. Even for benefit of ACPs Zonal Railway Stenographers are supposed to pass Shorthand speed test @100 wpm.
Zonal Railways, where the paradigm shift towards 'Corporate attitude in Managment'and have now become the sole profit making body of Central Government, their employees especially Stenographers are paid extremely lower scales and status than Ministries (including Min. of Rlys) or Central and Delhi Government Offices.
Even than Zonal Railways in nutshel wants there should not be any disparity within Central government Offices, maintain unified Scales without any discrimination in status, yardstic, heirarchy, etc.
Please do not argu on each other, fight for common cause, if you people comment,like you do, Government expects the same and will imply the policy of East India Company'DIVIDE AND RULE'.

Non-government sector or government sector either way the doctors are the real sufferers. Take the case of Medical Studies in India, a backward state like orissa claims a whopping 11 Lakhs of Rupees from each student for a four and half years of Medical Studies in any of the three government medical colleges, and while pays a meagre some of only Rs 12000 Per month as salary to the doctors.
Count this, if someone reads medicine by paying 11 Lakhs taking a study loan, after finishing his studies he would need to pay at least twelve thousand rupees every month for next ten years, and in such case, how will the doctor survive, let alone think of saving money for future, who will feed the family???
Is the central government listening and this is not only in Orissa, but every where in the country, and still there has not been any commendable hike in the salary of the doctors. And the scenario is similar in private sector, let alone some hospitals and MNCs who are willing to pay more to the doctors, in most of the cases the doctors are losers.
Is there Hope of any rise in the pay scales of we DOCTORS????

You are not aware of the Selection Procedure of Government of India. LDC (Written and 30wpm Typing Speed) and Stenographer (Written, Shorthand Speed Test 80 wpm and Typing 40 wpm) with Interview over Zonal railways. Qualification : Both Matriculate, but stenographers have additional qualification viz. Diploma in Secretarial Practice, Computer Proficiency now-a-days mandatory. Over Zonal Railways LDCs and even in other Ministries of Government of India 80% are from Class IV category, who joined services either by way of Casual Labour or in Class IV from Employment Exchanges.
Stenographers over zonal Railways 100% are direct recruits, out of which 98% are graduates & Post Graduates.Since, last two decades not even a single Clerical/Typists Staff applied for departmental entry in Stenographers' category, because with low qualification and inferior working quality Clerical Cadre over Zonal Railways is getting better pay scales than Stenographers.
LDC viz.(Ministerial Staff) reports to Class III (viz.Superintedent) over Zonal Railwyas and in Ministries Class II (viz.Section Officers), whereas, Stenographers Gr.'D' initial grade reports to Class I Officers; As Class II Officers are not entitled for Stenographers at their intial grade until they become Desk Officers or Under Secretar viz. Senior Scale Officers.
LDC (viz.Ministrial Cadre) only deals with Misce. and General correspondance that even not preparing the papers, just put up the papers on file to the concerned Officers. Whereas, Stenographers deals with Secret, Confidential, D&AR, Vigilance, Misce. Files pertaining to their respective officers in addition to Secretarial Assistance to their respective officers.
I hope now you better understand the difference in Qualification and Working of LDCs(viz. Ministerial Cadre) and Stenographers'D' and, will not give unethical comments regarding Stenographers and their comparison with LDC, UDCs, etc. viz. petty categories.

Doctors are called 'Bhagwan'. But see the tussle between the Beaurocrate and Politician in the case of AIIMS. Therefore, do not expect anything from your concerned Ministry. As I commented in my earlier mails, beaurocrate should stop buttering and behaving like pets to the Politicians.
In Government Institutes on Government Seats there is no much expendiure to become a Doctror, but in the case of Private Colleges, I do agree.
First of all, Doctors according to their pledge to serve nation, should follow the same and do not leave the country. In my opinion, if all the Doctors working abroad repatriate themselves to India, then not in Government but in Private Organisations they will get more e.g. Dr.Naresh Tirhen.
Doctors should be paid according to their Qualification and Specialisation. That too above all Government Servants.
Stop commenting like this. Nonsense! Your extravagant comments need strongest condemnation. Before expressing anything, I suggest you to remain within your own limits (and be sure, limitations have fixed for every individual in a democratic society).
From where did you derive the figures that about 98 per cent of the stenographers in the GOI are graduates and post-graduates?? As per the actual statistic available with me, more than 78% of the stenographers are undergraduates. It is not important what higher qualification you possesses, but the most important thing is the minimum qualification attached to the post you are holding. According to the qualification and experience required for a post in the GOI, pay scales have been prescribed (not on the basis of maximum graduates..... bullshit!!
And who made you competent to handle classified documents in any GOI establishment? If you read the manual of office procedure thoroughly, you will find that the stenographers are not even authorized to be custodians of any classified document. One needs to be a gazetted officer to do so. The GOI has phased out LDCs and UDCs. So you matriculate stenographers should be made equivalent to LDCs and fill those posts. GOI does not need regularly appointed stenographers any longer. They can be hired and fired whenever required. And this is the step being taken by on the advice of the Administrative Reforms Commission.
Just for your knowledge, a mere matriculation has been prescribed for all grades of the stenographers in the GOI so that they remain subservient and loyal to their masters at all times. Stenographers are supposed to remain as subordinates throughout their service, and even after retirement. They should, at no point of time, be allowed to become masters!!
What provoked you to comment on a doctor? What qualifications do you posses to adjudge a doctor's merit, qualifications, experience etc. and set a benchmark for their pay and perks? Doctors are emigrating because our Govt. is unable to pay them adequately. In a free and liberal society, nobody can impose any restriction on any profession or pursuit. It is their fundamental right.
And finally, how can you address somebody a 'layman'? A man who does not even know the correct spelling of the word "b-----crat" has no right to call others 'laymen'. And I once again warn you not to cross your limitations. You matriculate peon, behave yourself.
I do not understand as to why people are after the academic qualifications only of stenographers why do we forget that they have the professional knowledge of stenography with very good typing skills which many people who start learning stenography give up as they find it really hard to follow and later on enter the government jobs through other exams.
This is also true that nowadays a large majority of the LDCs and Stenographers are graduates but the precise percentage of graduates could be confirmed by the government only and surprising a doctor claims to have the actual data about stenographers’ qualifications. Could this doctor please indicate the source?
Again on what basis does this doctor say that stenographers are not handling the classified papers? If this doctor has any idea about the working of the government department, she should know that without any doubt it is true that stenographers are also handling the classified papers. Any papers coming to office except top secrets are handled by the stenographers and at some stage even the top secrets papers are also handled by them.
This doctor also should know that in the government system, there are no masters and servants. The Indian system is hierarchical. There exist only seniors and juniors. Some are in-charge and some are supporting the system and who is this doctor to suggest that juniors do not have the right to rise in the system, be it a clerk or a stenographer or even a doctor. This should also be known that even the civil servants can not rise in their career if they are not loyal to their seniors. We must care our seniors, be it LDCs, Stenos, doctors or anybody else or even in our personal relationships.
As far as the knowledge of ‘spellings’ is concerned, there are many doctors who do not have good command over spellings and sometime this results in chemists giving wrong medicine to the patients.
The tone and manner of reaction above seems like that of a patient and not a doctor.
If somebody has any problem with the qualification and pay structure of some cadres, it is still time, they should approach the pay commission whose report is still awaited.

Moreover, in workshops and Production Units, where there is high degree of temperature and duty hours are more than 14 hours a day, whose job is arduous?

I completely agree with Mr.Harish Thawani. Further to Mr.Harish, I would like to say that all the Projects, Proposals, Schemes, etc. are initiated from Zonal Railways. Project Report, feasibility, Estimates, etc. prepared over Zonal Railways and Railway Board simply put up the papers to Minister for his Signatures. After approval of Minister, the physical implementation of Project lies with Zonal Railways; now justify whose job is arduous?

Govt. is unnecessarily paying about two months' salary to these crook and corrupt railway employees. Every public servant is equal in the eyes of the nation. Somebody should challenge and remove this anomaly through a court of law.

Unfortunately, no one has a suggestion to make - from where can the Govt. meet the extra financial burden to implement the revised pay scales? As a pecuniary measure the fifth pay commission had suggested to curb the posts at all levels by 30% so as keep the unplanned expenditure at a comfortable level. This time too they should suggest not only to curb a certain proportion of posts at all levels, but to identify and abolish certain redundant departments (like directorate of field publicity) and abolish certain posts like drivers and stenographers. These posts can be filled on contractual basis whenever required. The Ministry of External Affairs sends the peons, drivers, clerks and other under-metric and metric level personnel to serve abroad. This not only tarnishes our image abroad but increases expenditure manifold. These posts can be hired and fired locally and a lot of expenditure can be curbed. Similarly, in many other non-productive organisations, Govt. is rearing many white elephants just to keep the organisation run on records. These organisations can be identified through a comprehensive study and abolished forthwith. The existing employees can be shifted to other productive organisations like Income Tax Department where there is an acute shortage of workers.
The defence and security of the nation comes first. Nobody should have a second thought about increasing the salary of the armed forces personnel to the maximum possible extent. Hopefully the present pay commission is giving ample weightage to the armed forces personnel and the families of those who have lost their lives for the cause of the nation. Jai Hind!!
You mean to say that the clerks also should not become gazetted officers in their career of 30 to 35 years? Do you imply that the persons having matriculate level education cannot improve their skills while in service? Only the persons with graduation or higher education have the ability to do so? I am sure you would be knowing that the civil servants(IAS/IPS/IFS, etc) with a minimum required qualification of a graduation are getting 6 to 7 stages of promotion in their career that too without any examinations after entry; generally, all the civil servants get 4 promotions upto a Director on completion of 13/14 years of service.
The comparison with the corporate sector is romantic at best as they are virtually unaccountable to the masses.And how do you monetise intangible services like the police.What for instance is the 'incentive' on offer to a constable who prevents a riot from flaring up.Are we prepared to pay hom even 1% of the crores of rupees of property that he might have potentially saved Not all things can be monetised,decent remuneration is the least we can offer.

You are right that nowadays big leaders (President, PM, MP, MLA, etc) or big businessmen's wards do not join the defence forces but as for commonman, i disagree, many a commonman have been and are joining the defence forces. And also the case of Britain's princes joining the forces is entirely different case - you would recall that very recently Princess William was not permitted to serve in Iraq, though in defence force. I do not think this kind of thing happens in India.
I also believe that teaching is still a respectable profession and many sincere, hardworking teaching still command respect and also that there are still many many people are disciplined, punctual, sincere, etc.

First of all, this is what you have learnt from your parents that whenever you disagree with somebody, you should bring parents in the fray. This is really in bad taste.
English language – I suggest instead of thinking that you have become proficient enough to teach the language, you should still learn more and then try to become a teacher as you should be able to see yourself that in spite of substituting “AND” with “OR”, the sentence still conveys the same. Take my suggestion; try removing the second “RESPECT” from the sentence, which was not necessary rather it gives the negative meaning.

Under 6 th pay commission, the Judges should think about Pay of storekeeper of Technical stores in central/Undertaking Govt. sectors having graduate qualification with Diploma and PG diploma in Material management and deals with stores of above 5 crores value.
There is no doubt, the store is back bone in any organisation.
Storekeeper pay structure should be same as Librarian.

The clerical category in Govt department is being used for different tecnical psots just like in IT departments of the unit without any compensation or as Library Incharge, in catering dept or some other such departments where no such technical staff is available but they are not being consider for any monetry benifits.
In clerical dept kins of govt servents whom are not qualified are being posted and they remains the burden or their work is to be done by the qualified staff but they got the permotion by their turn, as such the qualified staff remains over burdend without any extra payment and they have to phase more D&AR action as they work more.
Third the expirenced seinor staff in every cadre get less salary copare to group A&B staff who have no experince only they depends on senior staff.
all the legal matters are being chesed by the concerned staff but benifits goes to officers and payments goes to advocates and punishments goes to group c staff.
I hope the Vith pc will consider these points befor finalisation of scales

I think stenographers r more capable than LDC,UDC & Assistants. They do more labours, qualify dictation tests at the speed of 120 wpm, that is not so easy. Even after then qualify SO's competitive examination out of his actual line. And after that they don't get their genuine and deserving right. Is it not a celar cut particiality

I want to mention here that the fourth class employee of Indian Oil Corporation get 1 lakh Rupees as a Bonus in a year. As a gazetted officer in central govt. gets NIL as a bonus. Why there is a difference?

This attitude of the civil organization is not on.The government should have a stringent policy which should compel the companies to have some ex-servicemen quota reserved and also the age relaxation should be given to them when they apply for jobs.

Further my suggestion is that the system of introducing pay commissions after a long gap of 10 yrs should be discontinued and a Permanent wage revision board should be constituted, to find a long standing solution.

I retired on 28th Feb 1995. I was in the grade of Rs 7300-7600 drawing Rs 7600. at that time Secretary as drawing Rs. 8000/- fixed. In the pay commission of 1994 implemented in 1995 after my retirement, my grade was revised to Re 22400 to 24000 while secretary’s pay was revised to Rs 26000/- fixed. Govt of India issued orders that those retired earlier will draw pension at half of the minimum of the revised scale and accordingly my pension was fixed at Rs 11200/-
Now the grade is revised to Rs 39,200/- - 67,000/-
If the same rule is applied I shall draw pension half of Rs 39,200/- i.e. Rs 19,600/-
The secretary’s grade now is fixed t Rs 80,000/- i.e. ten times what be was drawing when I retired. Logically my grade should also have been Rs 73000/- Rs 76000/- as inflation is same for every one. As per current rule I would have drawn pension half of Rs 73000/- i.e. Rs 36500/- instead I would be drawing only Rs 19,600/- as pension which is practically ¼ th of the logical grade. Only persons of 100 years of age will draw legitimate pension as per new rules providing 100% enhancement.
Was this the intention of the govt. when it appointed the pay commission or this is the result of justice accorded by an Ex Supreme court judge.
To day after12 years of retirement if this is the justice accorded by Govt to those for whom law is being made for children to look after them -what more mockery it would be.
The above observation are based on media reports and are meant for the three pillars of administration viz Legislature, Judiciary and Executive to see how fair is our Governance.
Can we compare with two different Govt. Employees increment ? What is the JUSTICE ? Whether Govt. will think about this enomalies or injustice? We are back to 10 years against Bank & LIC.
I Really admire you for your indeoth study of Rlys. I agree that the times have changed and similarly the govt's policies. We really can't quamtify the work being generated by the staff working in Railways. Your suggetions are should be taken in right spirit by the bosses of both Personnel and Finance depts. But , today the quality of such bosses has been so low like the work of stenows. Why to blame stenows if they are not given work.?
The observations given here under are the barest minimum. In fact, such observations should be circulated through internet and media and more observations should be invited directly from the defense services officers, retired ones, luminaries, eligible candidates and public. Also, the matter of huge deficiency of officers in defense services should be frequently investigated by the public, the Govt. as well as various agencies as to why the real talent is not coming forward to join defense services, rather than going for IAS and private services. There is lot to be done for the defense services and retired soldiers. It is most important for the Govt., the Prime Minister, Defense Minister, Finance Minister, the entire Cabinet of Minister, Parliamentarians and all politicians to ponder over the matter and take immediate steps in the matter. It is rather in the best interest of the nation and its security to give better deal to the defense officers in comparison to any other civil services officers to attract the real talent thereby assist in making up huge deficiency of officers. By doing so, the morale of all the services will be kept high if their own and their families present and future is fully secured.
The following need to be looked into and action taken as sugested:-
1. Giving increments at the rate of 2.5% is much less than what was recommended and given by earlier Pay Commissions and Govt. It must be minimum 5%.
2. Recommending variable increments to the officers is absolutely uncalled for. Rather, it is going to be very difficult to decide to whom to give and to whom not to give this type of variable increment. Such a system must not be thought of for such senior officers who fall in the category of PB3. In fact it seems that such senior officers are not putting their best efforts in discharging their duties, rather, they are doubted to be shirkers. Further, this system will give a handle to the authorities to do favouritism to some and may result in heart burning to others who are not given this type of increment.
3. It may be understood that the service conditions of the defense personnel are highly precarious, rough, tough, hard, grueling, arduous, ruthless, strenuous, severe, brutal, vigorous, rigorous, exhausting, backbreaking, troublesome, horrifying, scary, petrifying, risky, terrifying, frightening, harsh, perilous, death-defying, dangerous, hard-hitting, insecure, hazardous, treacherous, terrorizing, and unsafe. It is due to these service conditions, the real talents do not come forward to join the defense services and the present huge deficiency which is prevailing since decades, will never be made up and the present huge deficiency will never be made up unless necessary steps in giving attractive pay, allowances, perks and benefits in various forms are given during their service as well as after retirement.
4. Further, it is brought out that in addition to unfavourable service conditions of defense personnel; a wide disparity exists between civil services officers and defense services officers. In fact, it is due to this disparity also, the real talents do not come forward. This disparity can only be removed by giving them the higher pay to defense officers and PBOR commensurately to their counterparts and prevailing service conditions.
5. To elaborate the disparity, it may be seen that initially, an IAS officer and Defense service officer start on equal footings so far their salary is concerned. But after a year or so, an IAS officer is promoted to the post of under secretary which is equivalent to the rank of a Major or equivalent ranks in other wings of defense forces; where as, the officers in defense services attain the rank of a major after seven years. As such, just after a year, a wide gap is created in the salary of an under secretary and an officer of the rank of major and equivalent ranks in the defense forces. Due to quick promotions for all the civil services officers and inordinately delayed promotions in defense services, this disparity keep increasing and persists till the rank of Brigadier/Major General. This is highly demoralizing and needs to be removed urgently.
6. It may be well understood that all the facts of unfavourable service conditions as brought out at item 3 above and pay and perks what the defense officers get are well known to the public and eligible candidates, because of which just a few ones are attracted towards defense services. It is because these reasons, a huge deficiency of officers has been existing in all the wings of defense services since decades. It is still high time that the Govt. must find some way out to eliminate this disparity at least in giving better and attractive pay and perks to the defense services officers. Rather, the defense services officers must be paid commensurate to their job and their miserable service conditions. If the requirement is looked into adequately, this will prove in the best interest of the nation and its security. The only way out to solve the problem of huge deficiency of officers is to give suitably and adequately better edge to them that will attract the talent.
7. To remove of the disparity, Military Service Pay is one of the measures, the 6th Pay Commission has thought of. However, giving the single/fixed Military Service Pay (MSP) from Lt. to Brigadier is absolutely uncalled for. It is not correct to recommend the same MSP for the junior most officer and the most senior officer. Presumably the commission could not seem to have appreciated the factual requirement due to the fact that there was no service officer as a member of the commission to advise them on the matter.
8. Even otherwise, recommending Rs. 6000/- as MSP is too meager and negligible even for the officers of the rank of Lt. The minimum MSP for the Lt should be Rs. 12000/- and for brigadier, it must be Rs. 22000/-. There should be an increase of Rs. 2000/- for each higher rank from Lt to Brigadier.
9. The MSP must be paid with effect from the date of implementation of the Pay Commission report as is being done in the cases of all other allowances.
10. The MSP must be included for giving increments and also the MSP should be increased periodically.
11. Another disparity and discrimination is that the period of training of defense services officers and PBOR is not counted for their promotions, pension or any other purposes, nor they are given their full pay and allowances of the training period; where as in the case of all the civil services officers and other employees of Central Govt. as well State Govt. too, when they do the training the entire period of their training is being counted for pension, seniority for promotion, and all other purposes as well as they are paid their for their full pay, allowances of the training period. This too is a clear disparity and discrimination. The seniority of the defense services officers and PBOR should be accounted for from the day they join the service in the training institute and full pay and allowances as well other facilities should be paid/provided to them as is being done in the case of all the civil services employees.
12. The DA should be entitled on all the allowances or all the allowances should be automatically doubled after every five years.
13. The lateral shifting of defense personnel should be permissible for all officers and PBOR, irrespective of type of entry/commissioning in service and minimum/maximum service. This is more important for the officers who cease to get further promotions. However, the lateral shifting should be optional.
14. Low Medical category officers and PBOR should be permitted for lateral shifting, but it should be optional.
15. The lateral shifting should be permitted in all civil services including IAS, IPS or any others services including Judiciary, provided required qualifications for the posts are met.
16. The defense officers are given just three chances for getting selection grade promotions which is a great injustice to them. Rather, they should be considered for promotions as is being done in case of civil services officers. Alternatively, they should be latterly shifted if it is so opted by them.
17. Some posts should be reserved for defense officers and PBOR for lateral shifting in state govt. services too.
18. The kit maintenance allowance of present Rs. 7000/- for defense services officers is recommended to be doubled i.e. 14000/-. Taking into consideration the present price index, it is absolutely insufficient. Will the Pay Commission or the Govt. answer “Does the price index get doubled in ten years?” If it is not so, why justice is not being met to the defense officers? It may be noted that the initial cost of all the items of uniforms as on date is not less than Rs. 70000/-. However, if the Govt. cannot afford to give Rs. 70000/-, it must not be less than Rs. 50000/-. Further, most of the items of uniforms have to be replaced after 6 months to one year. Hence, the renewal grant should be raised minimum to Rs. 25000/- and be given after every three years.
19. It is mentioned that there are large number of uniform items of officers, which are required to be maintained to keep a high standard of the soldiers. The Pay Commission has recommended to double the monthly kit maintenance allowance of officers, which presently is Rs. 200/- only. This allowance is too meager. The monthly kit maintenance allowance should be minimum Rs. 1000/-
20. Likewise as explained above, doubling of all allowances after ten years is highly illogical. The allowances should be increased commensurate to the price index in ten years. Rather, all the allowances should be increased periodically/more frequently.
21. There should be no restriction to travel by govt. agencies nor any permission to travel by any such agency be made mandatory in all cases of defense personnel, especially when they have to travel during their transfers/postings, temporary duties, courses or leave. However, if any one travels by any mode other than the govt. agency, including, air, rail, road; he should be permitted to claim re-imbursement as per the fare of his entitlement of the mode or actual expenditure incurred, whatever is less.
22. Fitment formula for fixation of pay and pension of all the defense personnel should be minimum 60% that too after adding DP, and DA in the existing basic pay as on the date of implementation of the Pay Commission report for all employees which will assist in removing the disparity up to some extent.
23. The disability pension must be given irrespective of percentage of the disability, only if the disability is attributable to military service.
24. In case of low medical category, all defense services officers and PBOR should be considered for all promotions. In case, this suggestion cannot be accepted, all the effected personnel should be laterally shifted, but only if it is so opted by them.
25. All defense personnel be considered for foreign postings even in case any eligible officers or PBOR are placed in low medical category if the disability due to low medical category is less than 50%.
26. The higher rate of pension should be given to all the defense services personnel starting from the age of 65 years and be enhanced after an interval of every five years. The present recommendations starting higher rate of pension after 80 years is just befooling the people since there are just few handful lucky ones who survive till the age of 80 or thereafter. It should be understood that the health problems normally start increasing year after year from 65 years onwards. However, the rate of initial enhancement at the age of 65, 70 and 75 years may start at the rate of 5% keep increasing at each interval of five years at the rate of 5%. The rate of increase of pension starting from the age of 80 years should be 10% and further enhancement should keep increasing at an additional 10% at the interval of each five years.
27. The 2% subsidy on house building advances recommended by the Pay Commission is too meager, rather it is negligible. It should be minimum 5% of interest rate to encourage the employees to construct their own houses. This will relieve the burden of the Govt. to construct the houses for all its employees and further keep incurring expenditure on the maintenance of the houses. Also, life of such houses keeps decreasing because of depletion of constructional material thus the maintenance cost of the houses keeps increasing. Even otherwise, the Govt. on an average has to spend almost Rs. 2500000/- to 7000000/- for present cost of construction of the houses for various categories of its employees. If one calculates cost of construction, interest there upon, and expenditure on maintenance of the houses, it will be colossal. In case the subsidy of 5% of interest rate is given for house building advances, it still will be most economical to the state and encourage maximum employees to build their own houses.
28. Further, to encourage the employees to construct their own houses, the Govt. in addition to giving higher subsidy in interest rate, it should give additional 10% HRA to its employees for all stations especially for those who live in their own houses. Such measures will solve the house problems of serving as well as Govt. employees which is the biggest one after their retirement.
